Great post! I believe there is also another insidious reason for this attitude. And that reason is also as pervasive as the victim-blaming. That is - Punching Down !!

Notice how in any comparision, greatest country / society / generation in the world / country / state is never compared against equitable ones. e.g.

Freedom of speech? Better than China!

Economy and benefits? Better than Venezuela!

Standard of living? Better than Cuba!

Women's empowerment? Better than Afghanistan!

and so on and on ...
